Automatic ICQ WWPager response from VB Program

I am making an application that allows the user to contact me automatically. How do you send a message through your program to an ICQ using a ICQ pager?

One way could be to make a webpage that automatically sends you a message. I know to send an ICQ Pager, you use www.icq.com/YourICQNumber, but i'm not sure how to automatically click the send button. On my webpage, I have a section where people can notify me of anything they want through ICQ pager, but I'm not sure about the HTML t0 automatically click the send button. So...If you were able to do this, you could make a hidden browser which go's to your webpage to forward a ICQ message to you. Another way could be to use an ICQ emailexpress message, but I'm not sure how you can send an e-mail without the user knowing/seeing it. I hope this helps.
