how to get network setting from explore

I'm planning to design a moudle of cyberupgrade ,

before go in to downloading upgrading files , I should to check the user network setting , like Proxy IP , Proxy Port ,Local IP.....
but I only find some APIs to retreive the system genaral information other than loacl network settings.

I find those settings are all save in explore ,so I want to read them out , If there is an API Function or other method can solve this issue.
