I am having a problem with one of my friends computers and he has an old system and we can't get the chipset off of it. Is there a way to pull the chipset from the Mother Board by using the API??

That's BIOS level information. Go into SETUP when the machine boots. Depending on the SETUP screen, that information may be shown.
Some types of chipset information (video sometimes) is also available by running REGEDIT and looking in HKEY_LOCAL_MACHINE - for example -- this gives you a friendly name for the monitor. You can then go to the vendor site and get chip information there.

There a lot of sites that help identify chips & motherboards.

You can identify your motherboard by looking at the signature of it. Usually right next to barcode.
Or look at PCI Bus chip and IDE controller chip and this will lead you toward the chipset you have.
